Proposals to mitigate the shortcomings in various social systems have fluctuated between legal measures and capital investment measures. While these demands are undeniable, relying on them has shown to be ineffective over the decades. Inevitably we come to the conclusion that the solution should focus on education, and that the results will only appear in the next generation.
From the quantitative perspective there are important applications of indicator techniques, like Data Envelopment Analysis for measuring performance in basic education (see Maria da Conceição Portela), higher and postgraduate (there are several thesis at PEP/COPPE on the topic).

However, we cannot expect that education contributions to social improvements result only from quantitative developments - produce more of the same. Interesting promises of educational developments are related to qualitative researches on metacognition, mapping techniques (see David Hyerle) and complexity theory.
