According to the World Health Organization, health is a state of complete physical, mental and social well-being (a broad and holistic concept of a plein satisfactory existence).

There is an absolute consensus that health care services research and planning are complex societal problems (CSP) that demand problem structuring methods and performance indicators to deal with them. CSP and healthcare issues are multidimensional and interdisciplinary, difficult to formulate, usually have lack of data, demand multiple distinct methodologies, have great impact on society, and comprise power and emotion of the different actors involved in the problem handling process.

In practical terms, along with an ever expanding incorporation of new technologies, healthcare services consume increasing proportions of GDP (Gross Domestic Product), that are not necessarily associated with a better quality of care. Also, the market has a low power of regulation for the healthcare sector. For these reasons, Operations Research efficiency and performance techniques - as Data Envelopment Analysis and Stochastic Frontier Analysis - have been frequently the chosen methods to handle the problem. On the other hand, the great challenge to apply any mathematic model in this setting is that, as a CSP, each piece of reality to be modeled has many dimensions, each one vulnerable to multiple levels of decision, asides from the influence of different local culture and politics. That is why PSIGMA group is trying to promote the coexistence of multiple methods: to deepen the understanding of the performance studies´ results. Until now, the universe of studies – to be presented in details elsewhere – concerns: Brazilian University Hospitals, Cardiologic Procedures in the State of Rio de Janeiro, Brazilian Municipalities Health Systems Organizations, Administrative Public Health Databases
